You are correct (the brown needles shed by the tree). Most people when using 
them as a mulch, use them as collected under trees and allow them to compost 
in the place where they are spread as mulch. They add a rich black color to 
the soil as they compost. They usually compost more or less completely in 12 
months and like most organic mulches require replacement annually. Bales, 
approximately 2 feet square by 4 feet long, may often be purchased from 
nurseries.
