  IMHO, the passage on page 38 is telling us that you can not refuse to give
  the one and only entry of Blue Sapphire a blue ribbon just because it was
  the only entry.  You also could not refuse to give it a blue because it was
  the only TB.  The passage on page 42 gives the requirements for awarding a
  rosette or section certificate.  If Blue Sapphire were the only TB entered
  you could not award it a Best of Section rosette or certificate by itself.
  However, you could combine it with other iris, as in all of the other
  beardeds at a show in order to make a section that meets the requirement of
  3 exhibitors and 5 entries and then give it a section rosette or
  certificate.  They are also eligible to become Best Specimen of Show.

  for awards simply because they are a lone entry in that group.  However,
  page
  42 says, "Awarding of a Section certificate/rosette requires at least three
  (3) exhibitors and at least five (5) cultivars in the Section....so, should
  the statement on page 38 specify which awards a single entry must not be
  barred from, because they are obviously not eligible for the Rosette
  according
  to page 42.
