I think that's going to be a problematic distinction for the lay gardener 
to make.  As a member of AIS and several sections, I am inclined to think 
of AIS as the "parent" organization with each section and cooperating 
society working under the blanket of that parent organization.  Within 
that mindset, each section's activities/productions are ultimately 
sanctioned by AIS.  Without understanding the politics and practices of 
all these organizational relationships, I would assume that any photo 
used in an official section or cooperating society's check list would 
necessary be accepted as the "official" cultivar photo of the AIS.

Right or wrong (obviously wrong), that's how I assume the "authority" of 
any such published photos may be perceived by a large number of people, 
esp. those unfamiliar with the AIS organization and its 
sections/cooperating societies.

Then again, I may be entirely wrong about that, too.
