Yes, that is what happens for me too.  Every time I look, especially I put the seeds in a temp cycling mode, I find seed ready to plant.
And I essentially do just what you do with the pots gradually filling them with germed seeds.

And I do find it fun to search the baggies for newly germed seeds.  Since the seeds are refridgerated it is no rush to get them potted up.
When in temp cycling mode you can "schedule" when you want to plant some as the warmer temp causes the roots to grow faster.  Simply take them out to warm them up about 12-24 hours before you want to plant some then just pop the ungermed ones back in the fridge when done for another cold cycle.  If by some chance you just didn't have time to pot any up, no worry.  Put them back in the fridge and pull them out when you have time.  Leaving them out in the warmer temp will allow the roots to grow too long and they may get damaged when you do finally pull them otu of the baggies.
