I more or less agree, Betty, with some exceptions, albeit not  many of them; 
however, the pattern I have observed also holds with seeds  started in the 
house, in vermiculite, having been soaked, but with  no prechill. This means it 
is not cold, not waterlog, and not damping  off. 
 
Now, whether we would see the same sort of thing in a laboratory  environment 
with a variety of seeds, including bearded hybrids, I don't know.  

Deno says something about some folks rinsing some aril Iris seeds in  a 
dilute bleach solution to encourage germination.
