In response to your question I very much doubt that one freak warm day will
be enough to start a borer hatch in the garden. A period of consistent
warmer weather maybe but there has to be a significant and consistent
warming trend to precede the springtime hatch. The timing of the warm period
is also of consideration.
The part of the question about the borers hatching in the middle of winter
and then getting killed off is a good question but will not happen for the
following reason; insects such as this have a built in survival mechanism in
their life cycle called diapause. This process makes the borer (in their
winter egg state) completely dormant for a fixed period of time. Then, only
after this protected period is over, will a hatching take place and then
only in conjunction with the conditions outlined above.
