I would assume so, unless the rocks and gravel are in a low, swampy area 
or embedded in very clayey soil.

Our soil in rarely wet before it freezes solid, so I can't comment on 
your observation in terms of my own experience.  I have noticed, however, 
that heaving of rhizomes is far more likely with late plantings than with 
those established early in the growing season.
