Not an attachment. It is a dialog box that pops up with a IE icon. It
says:
Install on Demand (Internet Explorer)
To display this page correctly, you need to download and install the
following components.

Then it has: Download Size and Download Time, 
and a check box to never download any of the components.

It always fails for me because I don't click download, then it says I can
go to 
Windows Update under the Internet Explorer 'Tools' menu to install this
component.

I've always seen it if visiting a Japanese website, this component will
change Japanese
to English language on a site, though very poorly.
