Can't help you on Netscape, the purpose of the program is:

"Specifies to automatically download and install Internet Explorer
components if a Web page needs them in order to display the page properly
or perform a particular task."

On a PC with IE, you would right click the Internet Explorer icon on the
desktop/ click Properties/ Advanced/ you would find the settings were you
can enable/disable Install on Demand (Internet Explorer) or
Install on Demand (Other)

I have them both enabled because some web pages would not display
properly if this feature were turned off.
