In the UK soil tests for nematodes are carried out by ADAS (Agriculture
Advisory and Development Service) which is part of our dear old Ministry of
Agriculture. I'm sure USDA would do this type of testing - but I suspect
that, like ADAS, they would make a charge for the service.
