Yes, this is exactly correct, the liquid dishwashhing soap actually breaks
the surface tension of the leaves and allows the sprayed substance to "stick"
better and therefore provide a more effective application. In my experience,
I originally used this when spraying Cygon on the iris plants to combat the
iris borer and the immediate visual results are readily noticeable.I would
also logically assume that there being more of the spray retained on the
surface area of the leaves that the effectivness of the spray would be
somewhat increased.
