PCN: Seed germination

About three weeks ago I 2 planted trays of potting soil with PCN seeds. I chilled them for 1 week at 40 degrees F and then put them under flourecent lights in my basement where the temperature is about 60 degrees F. I see no signs of germination yet, am I doing something wrong?
