(I am also in Zone 3 in Canada.)
The rebloom that usually occurs for me with Siberians (quite regularly with
'Peg Edwards') is about a month after the heavy bloom which has slowly
tapered off. There is usually between a 3-4 week rest period, then about
20-50 new flowers pop out per clump.
One thing I have learned is that to never take the rebloom in our zone for
granted as if it is an extremely dry summer (or a wet or cold one) it may
not happen.
