When you are in a densely built-up urban area and you have a lot of snow
and send the street crews out to clean the streets, what else are you going
to do with it? In New York City they trucked it down to the river and
dumped it in, but I assume the Ottawa River is frozen over at this time of
year, so they resort to a temporary land fill.
