No, a rhizome that tries to bloom in the fall and gets frozen will not
bloom in the spring.  Bloom stalks on irises are what botanists call
"terminal" in that their formation is from the apical bud and that any
further growth has to be from side buds.  In the case of the iris rhizome,
that doesn't mean side buds on the bloom stalk, but the increase buds from
the rhizome itself.  The rhizome is not a bulb or a tuber, but a creeping
stem that produces leaves and buds from the upper side, and roots from the
lower side.
