On the FAQ sheet about bulbs that are exempt from import permit
requirements, it says it applies to bulbs and "other underground parts"
defined to include "corms, rhizomes, tubers, pips, and fleshy roots".
According to the USDA list, daylilies (Hemerocallis) fall in this group.

The 3 page list of exemptions includes Ostraowskia magnifica
(Campanulaceae), Helianthus, Aconitum, Bergenia, Aster, & Rudbeckia.
