To try and shed some light on the conflicting information, the following
was received from Bruce Filardi last fall, AFTER the article in the AIS
Bulletin went to press. To quote his email of 16 October:
"In the October issue of the AIS Bulletin, I have included an article
which outlines the procedure to apply for a permit to import irises, per
information that I received verbally from the USDA in Maryland, and also
similar to info received by Margaret Sutton and Lynn Finkel on occasions
where there were difficulties in importing shipments of rhizomes,
specifically shipments that were being processed through Los Angeles.
After filling out my permit request form (as outlined in the article), I
today received notification from the USDA that the previous information
they had given me was in error, and that irises do indeed fit into the
category of "bulbs and other underground parts....which do not rquire a
formal permit for entry [to the US]...[but] are subject to (1)
inspection and (2) treatment if plant pests of quarantine significance
are found." Also: "Bulbs must be free of soil." This information is
provided in USDA/APHIS circular #PPQ Q.37-3, and I would suggest that
you keep this number on hand for the next time you receive a call from
the USDA or Customs that a shipment is not being allowed through because
you do not have the appropriate permit!"
End of quote. And, hopefully, end of confusion amongst us, at least,
tho after 31 years working for the postal service, I am sure it will not
be the end of the confusion amongst any governmental agency....
