Whenever they get too big?
Assuming you mean Dietes, I would think any time the ground is not
frozen. I don't think it's possible to kill them (in favorable
climates), so now, later, whatever. Here they grow year-round, and bloom
just about anytime, so dividing will always interrupt something; so do
it whenever convenient for you.
As for the best way, I would use a light saber (sometimes spelt sabre)
if I had one, or spade. Here they grow well, no matter what the
conditions, but are not as invasive as those things with purple berries
(flax lilies, Dianella tssmanica).
