That sounds like a problem with your mail connection with your ISP, I asked Chris. He replied:
It sounds like her ISP isn't accepting email right now. If it was, it would answer when an initial SMTP request was made and say something like 'hi, how's it going, send me your data.' But it's either connecting and not saying 'send me your data' or it's not connecting at all. Probably the former. 
But either way, it's almost definitely her ISP.
