This is also the way it is here in Western Mass., where we do have at least
one serious grower who is "commercial" - most are hobbyists, selling their
excess rhizomes. We did have at one time, I've been told, a grower who also
hybridized, named them what he wanted (without benefit of AIS), and sold many!
I'll suggest that Bill could include in his directory the addresses of some
of the AIS regional affiliate secretaries, with information about their
rhizome sales.
