Sounds like a good idea...but...it would probably involve Test Gardens.
AIS and Test gardens do not mix.  At least they did not in the past. 
Actually test gardens might work if one or two dedicated individuals
with much time to invest could co-ordinate it.

Lets see if we can get any feedback from Mike Moller or Russ Eacker. 
They are the ones with the experience.
