It's not the AIS's decision. Plant names are governed by the International
Code of Nomenclature for Cultivated Plants (I think I got all the words in
the right order!). Last year they revised the code, and they no longer
count words. The name must be 30 characters or less (excluding spaces), and
no more than 10 syllables...if I'm remembering all this right. So you can
now have a 4-word (or even 5-word) name, if the words are short! :)
