This message, or a clone of it, has been floating around for months,
more like a year, in California.  It is relatively harmless and contains
several grains of truth.  Check your telephone bills periodically to
make sure that you are not being charged for excess "local" use of
telephone lines.  Most local services offer a flat rate service for
local calls as well as a "per minute" rate for local calls.  You pay
these charges whether you use the net or not.  If you use the net a lot
and have a per minute rate, you may be paying more for your use than you
have to.  I wasn't aware of this until I called about another issue and
the PacTel rep pointed out that I was paying too much for my local use. 
I was paying about $20.00 per month because of the service I had. I
could have been paying only $11.50 per monht had I been using the flaat
rate service.  I do a lot of net research.  Needless to say, I changed
from per-minute to flat-rate.

It wouldn't hurt to verify which rate you are paying or to see whether
your local service has in fact apllied for a change that will affect
your fees for using the net.  We should be doing that anyhow.
