Actually, I believe Fritz Kohlein recommends this practice. I have been
concerned with the possibility of the sand holding moisture close to the
rhizome for long periods and have thus used a similar covering but of a very
light and friable soil mix to avoid sun scald in the winter. I assume this
moisture and the accompanying ventilation question is why you have used the
coarser sand? 

I think that when many of us use the term "stomping" it is probably best
understood as a euphemism. A gentle pressure has generally been recommended
rather than any abrupt or violent motion or the application of substantial
weight. If the heaving has been severe the roots may already been torn loose
from the anchoring soil, but a hard blow with the foot or an instrument could
very well damage the rhizome and permit the entry of soil-borne pathogens in
the spring.
