I shudder to think of the contagion! However, if I may be so foolhardy as
to suggest one possible remedy: RVPs serve 1 year terms up to a maximum of
three consecutive terms. THE REGION MUST REAFFIRM THEIR CHOICE (2) TWO
TIMES AFTER THEIR INITIAL CHOICE. If a region finds that they have
inadvertently elected a composite of 'Vlad the Impaler' and 'Genghis Kahn'
the solution is simple -- elect a new choice next time around.
On the other hand, if you have elected an outstanding and willing worker
who happens to reside a short walk past the boundary of the region, keep
your mouths shut and the adjoining region won't be tempted to steal the
paragon. Then again, RVPnapping might become a popular sport........
