Proliferations are actually to be expected.  The bloom stalk after all is
simply an aerial extension of the rhizome, itself a stem.  Not surprising
that some of the nodes on the bloom stalk, like the nodes on the rhizome,
have dormant lateral vegetative buds.  These may be suppressed by hormones
produced from the flower buds, or be too small to develop normally before
the stalk withers.

I suspect you could encourage proliferations by cutting off the flower buds
before they bloom and leaving the stalk in place.
