Susan,
It looks like you are in USDA Zone 9 for sure, but there are huge
differences between your Zone 9 and the Zone 9 that starts a ways to my
south. I looked up your area in the Sunset National Garden Book, and it
looks like you would be in either Sunset Zone 15 or 16.
