The blue color is present when the yellow is absent. There is a resesive gene
that supressises the expression of the yellow pigment in the cell sap. This
has to be present four times as the iris are tetraploid. Thus the chances of
getting a blue iris from a plant that has one blue grandparent, crossed
randomly is very slim. In addition there are a number of modifier genes that
seem to be needed to get a good expression of blue. The best blues are from a
cross with both blue parents or with one blue parent and the other parent
having a parent that is blue (grandparent). For further information check "The
World of Iris" book. Great information on genetics.
