When I make a new garden bed here, where there is virtually no topsoil, I 
put down a solid layer of lucerne hay, about 4" thick, ontop of a thick 
layer of newspaper, to supress weed growth.
I add about 6 to 8" of topsoil, ontop of the lucerne. By the time the plants 
put their roots down into the lucerne, it is well rotted. Everything grown 
in these coditions has performed well.
