SDB, IB, MDB OR TB?

     Who decides whether an iris is sdb, ib, etc?  I assume it's by height 
     but what if an iris is just tall.  Would it change like from an IB to 
     TB?  Can you cross an IB with a TB?  What would it be?  (TOO MANY
