Mike, Have you tried using pea gravel in your plantings?  Fortunately 
(?!) I live in a swamp that seems too wet for voles, but of all the 
advice I have seen and heard over the years about voles in OUR area the 
suggestion to incorporate gravel seems to be the one that actually works!
