Griff,
If you are interested in controlling weeds which solarizing will do,
then do not till after solarizing. This will bring up seeds from
further down in the soil that the solarizing did not kill. I would
prepare the bed by incorporating amendments, fertilizer or whatever you
normally use and then till and solarize. Weeds should be controlled for
at least a year, sometimes longer.
