SIB: Caesar's Brother shy to bloom?

I have a bunch (now 18) of siberian irises, and they do very
well generally. However, this season my Caesar's Brother was totally
blind of flowers. It had the best culture and is a nice
full clump in its third year. Last year it produced one
spike. So far it has not bloomed well, but I'll give it one
more season. The Butter and Sugar that stands next to it
was spectacular this year.
My question is, is this variety known to be a shy bloomer?
Should I be looking for some symptoms of a problem here?
The foliage is spotless and about 4 feet tall. Caesar's
Brother is sold everywhere and is very popular. It ought
to do well!
