Shipping Louisiana Iris - best way ?

Well this is my first post to the "new" Iris list, it's so exciting ....

I am swapping plants with someone in Tampa and I would like to send him some
Louisiana Iris. When these have been sent to me I recall they were bare-root
but had the roots and rhizome wrapped in plastic with a moist towel; The
leaves were left sticking out. Does this sound about right ? I will soak
them in a chlorox bath briefly beforehand, should I apply a fungicide as
well ?

For CA to Florida should I use UPS, Post Office 2nd day  or ????
