All,
Some one has sent their SIGNA dues with no return address or any other way of determining who they are. I thought I could narrow it down if I can determine where the postage stamp was issued. The stamp is 3.5 cm square. The denomination is 44 (air mail). The stamp has 4 panels which look like water colors of educational scenes. The text is "Millenniun 1999/22" and "Right to learn/A Drummond".
