This is its first year. And the soil is wet right now. You may be right about it needing to have more established roots.

Betty,
American Classic grows and stands up here, even in our 50 mph winds. Is
this a one year clump? Could be it is not well enough rooted to hold a full
fledged stalk with buds and blooms upright. Only other reason I know of
would be if the soil is unusually wet and the stalk is pullng the rhizome up
out of the ground.
