Worms, most likely.  They are probably still there.  Last 
year I patched some of the holes like that with Elmer's 
glue.  When the pods matured, I found damaged seeds and a 
dead worm.  I think stopping up the hole probably smothered 
the worm as I don't think there is anything in the glue 
that would have killed it.  In any case, it seemed to work 
and prevent the whole pod from being eaten.  The quicker I 
spotted the hole and patched, the less damage there was in 
the pod.
