Donald, you are not alone with the dumped animal problem.

In this neighborhood of week-end and retirement homes,
we also have our share of 'dumped' or 'forgotten' dogs.
We have boarded dogs whose owners actually have said
they went back to the city and forgot their dog(s).  I've always
considered my dogs a part of the family and would never forget
leaving one somewhere at any time.  When we board a dog
because we are going on a trip, we take their blankets, toys,
or an old sock with the master's scent and GOOD dog food.  Vet
food to a dog is like hospital food to a human being.

A very kind gentleman across the street takes the left over dogs
to the nearest Humane Society pound in Oxford, where they are put 
up for adoption. If nobody adopts the dogs in thirty days,
they are unfortunately put to sleep.  We donate sacks of
dog food  to the shelter to help feed the poor, dumped, lovable 
creatures.

I recommend your nearest Humane Society.
