i think the brown spots are a fungus from the wetness. you din't say where
you are from. You can spray them but need to add a sticker most of us use soap
or you can purchse a stcker to make your fungus spray stay on. But usually it
goes away once stuff dries out a bit.
The borer i hate. and am still battling and am too stubborn to give up. My
suggestion is grub control pellets spread liberaly and cutting the fans back in
the late october or early november to three inches and removing that debris
to a burn pile. Don't give up yet. Way to pretty to notg row them.
