Why water when it is WINDY????

Fall Fiesta a cultivar?  I used to have a Fiesta Time, tall,orange standards,
brown falls.
Carolyn Schaffner in Buffalo NY where it stopped raining AFTER the show stalks
were brought to the show yesterday!!
