Rusty,
It has been my experience to dig and divide during July to get the best
bloom for next year. The plants will have plenty of time to get
established and you will get more increases. The downside to this is
that it will be hot and you will have to water frequently in dry spells.
I imagine in your climate, which is similar to mine, but for the
humidity, you should be able to divide and replant through September.
Maybe October. At least six weeks before your typical first frost.
