Keith does not have a program to catch these things.  The only thing he
has that you and I don't have are the reserved names that hybridizers
have paid for, but have not yet used.  They are only reserved for a
finite time.  If you want to request a name, it is your duty and
obligation as a hybridizer to assure it has never been used.  Of course
at present, there is no way to assure a non-introduced cultivar hasn't
been used as a parent.  Most of Keith Keppel's information is in his
head, but he is pretty thorough and fair in authorizing the use of names
and will certainly recheck your name against all formally registered and
introduced names.
