First, "I. germanica" is generally believed to be an amphidiploid,
relatively infertile -- but there's a distinct difference between "sterile"
and "relatively infertile".   I believe that in the case of "I. germanica",
compatible partners simply haven't been found. 

The seeds you describe are characteristic of those from wide crosses.  If
you culture them [and you should] you may find that some are all endosperm
with no embryo, while some have embryos with inadequate endosperm and
others are perfectly normal.
