As far as I know that has been recommended as a winter protection. I wouldn't 
use it in the summer in any place with much rainfall since sand does in fact 
remain wet for a good while as any sandcastle will tell you. 

As I said, the straight party line is that bearded iris rhizomes do better 
with no mulch. 

William, who gardens in Brooklyn,  tells me privately his concern is weed 
prevention. I have suggested he read the bits in the Archives about Surflan, 
Preen, and other pre-emergent germination inhibitors.
