You can use any relational database program that you have and know how to 
use.  All you have to do is set up the records and fields and enter the data. 
 The data entry part is the difficult part.

If you have MS Word you can use Access, or you can use dBase or any other one 
that you like.

You can also use a spreadsheet, but it will be a little more unwieldy 
probably.

I know my mother uses 3x5 index cards, which have the advantage of being 
transportable to the garden.  I'm not sure that the non-electronic way isn't 
the best way., unless you can scan the data in, instead of typing it all.

Now maps is a whole 'nother thing.
