When I make a new raised bed, I usually put a thick layer of newspaper over
the grass (weeds) and around 6" of lucerne hay (in tight pads, straight from
the bale, and laid side by side) on the newspaper. On top of that, I put
about 8 to 12" of the best soil I can get (not very good). Everything in
these beds does really well, including the irises, so long as they don't get
overgrown. I'm sure they put feeder roots straight down into the lucerne.
