Vince,
Speaking just of TB's, most cultivars may bloom taller some years and
shorter others, but average out at close to registration height. A few,
however, seem to consistently bloom either above or below registration
height. I seem to have more that are vertically challenged. Of the TB's I
have grown for five years or more, the following have never reached
registration height: Autumn Echo, Boogie Woogie, Edna's Wish, Grecian
Skies, Jitterbug, Lady Juliet, Seaport, Stellar Lights, Top Gun, Vivien.
Ones that always bloom taller than registration height are Blue Staccato,
Conjuration, Sunday Chimes, and Time Traveler.
I can offer no explanation why some cultivars are either taller or shorter
here, except for those few on the short list that bloom very early and tend
to have frost-stunted stalks most years.
