Karen,
I divide my Siberians in the first two weeks of August so they will
settle in before the first frost in Sept. I have also divided them
in the Spring around May 15th - depends on what my schedule is. I have
had bloom on the Spring divisions. Peak Siberian bloom here is usually
around the third and fourth weeks of June. You might be earlier or later
since there is a great deal of difference in various Zone 3s.
The SIBS are so forgiving that I don't you can go too far wrong.
