I don't think so. Notice that the infection starts as a soft rotting blotch
on the top half of the fans. That sounds more like bacterial leaf spot.
Unlike fungal leaf spot, this is something with which I have not had
personal experience, but I do recall it being mentioned on this list, so a
search of the Archives might turn up something useful.
