Patricia, I think it is just too cool up there for your seeds to sprout yet.  When the day time highs are in the upper sixties and seventies, they should start showing.  I have the opposite problem.  Mine are all coming now but more slowly than in other years.  I'm afraid they are too hot, day time temperatures in the eighties.

  Sometimes seeds are sterile, but not very often.
  Make sure you keep watering them and not let them dry out, this is most
  important.
